The Health Service Journal’s (HSJ) news reports that the Department of Health (DH) has become the first government department to be issued with a formal practice recommendation by the Information Commissioner after breaching the Freedom of Information (FoI) Act. Following an audit of complaints, the Information Commissioner's Office has told the DH to review the staffing and resource allocated to Freedom of Information requests. The HSJ news story notes that public authorities must conduct internal reviews within 20 working days, or 40 days in exceptional circumstances, but the Department took 90 days in one case and 80 days in two other cases. A press release from the Information Commissioner’s Office (ICO) notes: "The Department has repeatedly applied blanket exemptions to requested information with the effect, in some instances, of withholding entire documents from release. Eyelid Ptosis surgery does not interfere with normal blepharoplasty but the recovery would be prolonged. The lift of the upper eyelid would not be complete until the internal inflammation totally disappears. Normally, the Ptosis repair becomes apparent only after 3 to 6 weeks after the eye surgery.
