The programme had spent £2.4bn by March 2007 against an original forecast spend of £4.5bn, a shortfall of £2.1bn. Most of the shortfall is due to delays in the delivery of the detailed Care Records Systems to be provided by local service providers (LSPs). However, the contracts agreed by the Department of Health have ensured that suppliers are not paid unless they deliver contracted systems and these contracts run to 2014.
